Alaska
NOAA’s Fairbanks International Airport 1991–2020 normals show an annual mean near 28°F, with normal January temperatures well below zero and an exceptionally long heating season.
Extreme cold and limited winter daylight, heating reliability, frozen pipes, vehicle winterization, ice fog and air quality, wildfire smoke, permafrost and high freight and food costs.
Alaska
Anchorage’s coastal influence makes it milder than interior Fairbanks, but its long snowy winter and cool annual pattern still place it ahead of comparable Lower 48 city markets.

Small Arctic cities such as Utqiaġvik are colder. Among the established city markets in this roughly 25,000-plus population comparison, Fairbanks is the clear coldest.
International Falls is an important cold-climate reference, but its population is below this page’s practical city-market threshold. The threshold keeps housing, jobs and services more comparable.
Not on every winter day. This ranking uses long-term overall climate patterns; continental cities can record colder individual outbreaks than coastal Anchorage.
